The Canada EU Summit 2026 takes place on October 29-30, 2026 in Montréal, where Prime Minister Mark Carney will host European Council President António Costa and European Commission President Ursula von der Leyen. It arrives as EU-Canada trade in goods and services topped €130 billion in 2025, up about 81% since 2016.
Canada EU Summit 2026 – Introduction
The Canada EU Summit 2026 will bring both sides to Montréal on October 29 and 30. Prime Minister Mark Carney will welcome António Costa and Ursula von der Leyen for the 21st summit between the two partners. The meeting follows a busy year. Canada joined the EU’s SAFE defence initiative in February 2026. On September 16, 2026, von der Leyen floated an “Alliance for the Future” and an “associate member” role for Canada. Carney addressed the European Parliament the next day.
Trade gives the talks their weight. EU-Canada trade in goods and services passed €130 billion in 2025, and the Comprehensive Economic and Trade Agreement (CETA) turns 10 years old this month. US tariffs of up to 50% on some Canadian goods add urgency. This report collects the latest verified numbers on the summit, the trade flows and the investment stock. The summit has not happened yet, so every item about outcomes is an expectation, not a result. Dates, attendees and trade figures come from official Canadian and EU sources, and each table names its source.

The table shows a relationship built on trade and now pushed by politics. The summit runs 2 days in Montréal and brings the 2 top EU leaders to Canada. The €130 billion trade total makes the EU Canada’s second-largest trading partner after the United States. CETA removed tariffs on 98% of goods, which explains much of that growth. Canada’s own count agrees on the ranking. Global Affairs Canada calls the EU its second-largest partner for goods, services and two-way direct investment.
The investment and legal figures show unfinished business. EU investors held €244.7 billion in Canada in 2024. Yet 10 EU member states have still not ratified CETA, so its investment-protection chapter is not fully in force. The 21st summit gives both sides a chance to move past that gap with new agreements on digital trade, minerals and mobility. Ratification is a slow national process, so a summit statement alone cannot close it. Leaders can only signal intent and set a pace.

The 21st summit lands only 16 months after the 20th, which was held in Brussels on June 23, 2025. The gap before that was 19 months, between the November 2023 meeting in St. John’s and the Brussels summit. The shorter interval signals urgency on both sides. Canada hosts, so the venue moves back across the Atlantic to Montréal for October 29-30, 2026.
The summit also marks anniversaries. The EU delegation in Canada turns 50 this year, and CETA was signed in October 2016, so the 10th anniversary falls inside the summit week. Global Affairs Canada opened media accreditation on October 2, 2026 and set a deadline of October 26, 2026. The Brussels summit of 2025 produced a Security and Defence Partnership between the two sides. The 2023 summit in St. John’s delivered Canada’s association to the Horizon Europe research program, a Green Alliance, a Digital Partnership and an economic security dialogue. Each summit has added a new layer to the CETA base.

Canada has moved fast since early 2026. It became the first non-European country to join SAFE in February, a step the Prime Minister’s office says unlocks hundreds of millions of dollars in defence opportunities. In May, Carney became the first non-European leader at the European Political Community summit. On September 16, von der Leyen proposed the “Alliance for the Future” and opened the door to an “associate member” status that does not yet exist in EU treaties.
A draft joint statement seen by AFP lists likely announcements. They include deals on digital trade, critical minerals and firefighting aircraft, plus talks for Canada to join the Erasmus youth mobility program. Dentons notes the proposals go further than expected, including an integrated market for financial services. The US has threatened tariffs on the EU if the initiative moves ahead. The draft is not final, so the summit text may change. Trade ministers Maninder Sidhu and Maroš Šefčovič also noted on October 2 that Canada-EU merchandise trade runs close to 80% above pre-CETA levels, and that talks on a digital trade agreement continue.

Goods trade reached almost €82 billion in 2025. EU exporters sent €48.9 billion to Canada and imported €32.9 billion, which leaves the EU with a €16.0 billion surplus. Services trade added €49 billion, including €19.7 billion of EU imports from Canada and a €9.7 billion EU surplus. Together the two flows pass €130 billion.
Growth since CETA’s signing year is steep. Goods trade rose 76% between 2016 and 2025, and services trade rose about 90%. Combined trade grew by 81% over the same period. The numbers show a relationship that was already strong before the 2026 tariff fights. The EU surplus in both goods and services also explains why Canadian officials want better access for clean energy, mining and defence firms. Canada counts its own trade in Canadian dollars, so the totals look larger than the euro figures above. Total goods and services trade reached C$178.6 billion in 2025. Merchandise trade was C$134.3 billion, and Canada ran a C$48.8 billion deficit, down from C$51.8 billion in 2024. Machinery and equipment drove the biggest gap at C$22.4 billion.
Services trade reached C$57.6 billion, with a C$7.1 billion deficit that grew from C$6.4 billion in 2024. Travel explains most of it. Canadians spent C$10.9 billion on travel services in the EU, while EU visitors spent C$6.6 billion in Canada. The Canadian and EU counts differ because of currency, valuation and data sources, so neither set should be read as an error. Readers should compare trends inside each set, not raw totals across them. Both show a sizable EU surplus in goods and a smaller gap in services.

Source: Council of the European Union (2026); Eurostat; Global Affairs Canada, Canada and the European Union (2026); Global Affairs Canada Question Period Note (2025).
Investment runs both ways and is close to balanced. EU investors held €244.7 billion in Canada in 2024, and Canadian investors held €230 billion in the EU-27. Canada’s own count puts EU investment at C$194 billion because it uses an ultimate-investor basis. The EU is Canada’s second-largest partner for two-way direct investment, after the United States.
Jobs show the human side. EU-owned firms supported 439,397 jobs in Canada in 2023, and Canadian firms supported 257,969 jobs in EU member states. Canadian direct investment in the EU stood at C$287.2 billion that year. Canada’s SAFE membership in 2026 adds a new channel, since it opens EU defence procurement to Canadian companies. Both sides also hold large stakes in each other’s economies. That creates a shared interest in the legal certainty that full CETA ratification would bring.

The tariff clash explains the timing. The US signed the Section 338 proclamations on July 20, 2026, and the 50% tariffs on Canadian autos, alcohol and dairy took effect on August 22, 2026. Canada answered with retaliatory tariffs on September 8, 2026. For the full picture, see our report on the US tariff on Canada.
Dependence is falling slowly. The US took 71.7% of Canadian goods exports in 2025, down from 75.9% in 2024. Two-way US-Canada trade still reached $879.9 billion. The EU accounted for just 7.9% of Canada’s goods trade in 2024. That gap shows how much room the EU has to grow, and why Ottawa wants new agreements at the Canada EU Summit 2026. The EU is not a full substitute for the US market, which remains far larger. Even so, each point of export share that moves to Europe lowers Canada’s exposure to future tariff shocks.
